Fake Conferences

It's that time of year again. Suddenly, your inbox is filled with letters requesting that you submit a paper to the "The 13th World Multi-Conference on Systemics, Cybernetics and Informatics: WMSCI 2009" or "The 6th International Conference on Computing, Communications and Control Technologies: CCCT 2008" or "The International Multi-Conference on Engineering and Technological Innovation: IMETI 2008", all interestingly co-located in Orlando, Florida, and all organized by one Professor Nagib Callaos of the "International Institute of Informatics and Systemics".

Never heard of any of this because you are a philosopher getting the emails, too? Don't worry, serious computer scientists don't usually go to the conferences, although people do easily get impressed by all the names and submit a paper.

Strangely enough, all papers are accepted, as long as you have paid your registration fee. You don't actually have to come and give the paper, although the family will surely love following you to Orlando. The "Acceptance Policy" is spelled out in pseudo-scientific detail on the conference site. I paraphrase: We accept everything, because there might happen to be a good paper in there, and because a reviewer might plagiarize a paper they reject.

This conference accepted a paper back in 2005 that had been generated by a computer programmed by some MIT students, SCIgen. A nice blog discussion of that and the conference is found here. There was quite a row about this back in 2005, as one must question how scientific a conference is that accepts random (albeit well-worded) garbage and is willing to publish it. It is said that more than 1500 papers are accepted (at $ a pop that isn't chicken feed), and the "majority" are actually presented. That is not what a real conference is about, where you meet and discuss with peers working in similar areas.

How many of these thousands of papers ever get cited? That is perhaps an indication of how good the papers really are. I just searched the ACM Digital Library. There are 19 (nineteen) citations of the WMSCI conference. There have been 12 such conferences taken place.

That's not too many, so I went through the references for all 19 papers. Eleven of these papers were written by at least one of the authors of a WMSCI-published paper, so over half are self-citations. One paper is Peter G. Neumann's note of the acceptance of the fake paper in his "Risks to the Public" column in Software Engineering Notes.

As an aside, there's a fascinating paper on bibliometrics for discovering low-quality conferences published in 2007: Measuring conference quality by mining program committee characteristics.

Glancing down the lineup of invited speakers can cause quite some hilarity: Karl H. Müller, is given at CCCT2008 as being with the "University of Ljubljana (Austria)". I don't think that Austria has acutally annexed Slovenia, and a search of their web site turns up Mr. Müller as having given a talk there a few years back, but he is not listed as a teacher. He lists himself in his CV on the pages of his institute as teaching at any number of Austrian schools, but strangely, they don't list him.

Dr. Subhas C Misra is listed for this conference as being a visiting Scientist at Harvard, for another conference as being a visiting scientist at State University of New York. At another conference he is listed as the "NSERCPDF Scientist, Harvard University", but I find no mention of this program outside of his CV. Harvard includes CVs of its visiting scientists on its home page, there is no mention of Misra.

Who are these guys?

It seems that anyone can make up a fancy institute name and make themselves director, declare themselves teachers at University X (and may actually have taught there a semester or so before being put out on their ear), make up papers and fancy conferences and rush around finding themselves soooo important - but this has nothing to do with science! They can even pretend to be from some institution. Most are so large, no one can be sure that they are not actually from that place.

What can be done to stop this pseudo-science? Or do we just ignore them, but watch young people and unsuspecting colleagues pour departmental travel money into attending these conferences to present their papers? We do get a publication point out of it.....

Note (2016-11-10):  This blog entry was the begin of a long discussion. In 2012 I started speaking of "mock conferences" instead of "fake" ones. I keep getting lawyer's letters demanding that I remove this or that article because it is somehow defamatory. Please understand that science is a process, a long discussion, in which arguments are exchanged. Everyone is welcome to post comments, except those that attack a named person, and if you wish to argue your point of view I will be glad to publish guest commentary so that we can discuss it. In my opinion, having a lawyer enter a scientific conversation is akin to "Goodwin's Law": You automatically lose the argument.

    The fake author, Dr. Herbert Schlangemann supposedly of the Umeå University in Sweden, was also chosen to be a session chair! The Umeå University web site is in excellent English and is easy to search - no such person. Why don't the conference organizers do sanity checks?

  2. Just researched this a bit more - what on earth was IEEE thinking when it sponsored this conference? Check out the Call for Papers: over 120 topics! And a maximum of 4 pages per paper, and you can submit a maximum of three papers...

    One of the general chairs is listed as P. Shen from UC Irvine. I can't find any faculty by this name. Another general chair does seem to exist, the third seems to spend all his or her life in organizing and program committees for a very wide range of conferences - Software Engineering, Wireless Communication, Bioinformatics, but all sponsored by the IEEE.

    I am concerned - how does one evaluate an international conference to see if it a "real" conference or not?

    I am a freelance journalist who specialises in scholarly communication and in Bogus IEEE Conferences

    I understand that you are the founder of IEEE Spam System in Germany

    I have previously been in communication with Johan and Petr and asked him if we could organise an interview with you as President of IEEEfor me. However, I did not heard back from him on this matter.

    In our email exchange Petr was kind enough to address some concerns that had been raised with me by a number of researchers, who appeared to be on IEEE Spam System but do not wish to be. Despite their best efforts they had been unable to have themselves removed from your list.

    I am sure these are all misunderstandings and can be settled in an interview. I would be most grateful therefore if you could spare the time to do a telephone interview with me about IEEE Conferences (that seems to be now fake meetings) and its activities (that are commercial activities).

    Actually, I would like to ask why do you give the Name and the Logo of IEEE to many institutions and individuals that work for making money from innocent people that want to extend their CV is an easy manner.

    There are numerous minor IEEE conferences that are absolutely SCAM events, which may not be of greatest impact or quality, supposed to provide forums for younger researchers, or providing local platforms.

    The increasing number of bogus IEEE conferences in the west countries with many crappy papers and junk reports, seems to be an indication of this.

    These stupid conferences usually have mostly local attendants and sometimes they have papers and presentations in the local language, which makes it easier for local authors to submit and present.

    To me, most of these conferences look legitimate, but then there's the decidedly non-local approach, the grand über-conferences with titles that often sound like "34th intergalactic conference on science, nature, and other really complicated stuff" (maybe i should trademark that...). my personal favorite is "The 12th World Multi-Conference on Systemics, Cybernetics and Informatics", hosted by the godfather of spamferences, NAGIB CALLAOS with the approval and sponsorship of IEEE Spam.

    I ask you:

    Why did the IEEE grant the IEEE logo and IEEE firm to Nagib Callaos for so many years.
    Had the IEEE ever seen the Proceedings of Nagib Callaos?

  25. It is true that that IEEE has been developed into a fully commercial enterprise.
    People of IEEE shamelessly issued in exchange for a good fee,
    the trademark of IEEE and the so-called sponsorship for quite
    disreputable people like Nagib Callaos, Petre Dini and several others.

    So instead of the IEEE be limited solely to its own conferences (though
    the Central IEEE conferences themselves seem to
    face problems, since they are the target of attacks by SCIGEN fake papers
    taht have already published in their proceedings), it (IEEE) continues without
    any shame, to be sold in a variety of silly "shops", Like IARIA, HIGHSCHI.
    Recent IEEE working with the completely fake organization under the name AICIT.

    Many sites and many blogs revealed recently that AICIT is a source of "fake conferences".
    Try to google: "AICIT fake conference"

    So, the reasonable question arises: why does IEEE continue giving academic support to these fake conferences?
    and the reply is only one: Just for money, yes, money and only money is the target of IEEE
    when approves the sponsorship to the fake conferences of AICIT.

    But, Why the AICIT conferences have been ranked of so many blogs and sites as fake conferences?
    The answer is not difficult

    a) first of all AICIT has the site www.aicit.org where they do not report who is President, who is the Administration
    etc... It is like a zomby.
    b) AICIT organizes many conferences without a scientific committee. Together with their SPAM call for papers (they
    spam us by EMAIL) they call us to be members in their zomby - fake committee.
    Not one member in their "committee" exist, but they invite everybody with or without any academic qualifications
    to join them. Of course, if you report to your institute that you was member in such committee, you must be ready
    to face the taunt of your colleagues
    c) since the "scientific committee" is announced on the web after the conference or a couple of days
    before the conference, we cannot speak for acedmic review by serious scholars.
    Not one reviewer exist at any paper as a result that these events (fake conferences of AICIT) are auto-formulated
    by SPAM

    d) They have already published many fake papers.

    So, in the list of fake conferences, without any hesitation, without any doubt, add the AICIT, although
    the Creator and Sponsor of these fake conferences is IEEE.

    As a conclusion, AICIT www.aicit.org does not have any problem. They call their business AICIT today,
    and tomorrow they will rename it, maybe to AICE, or AICI, or XYZ. The main responsible
    and the great academic gilty is IEEE.
    This is the problem, the IEEE fake conference and we speak about IARIA, HIGHSCI, AICIT etc...

    Several officers of IEEE have confessed in public that they have accepted and published fake papers
    while the IEEE is a center of fake conferences. Google: "IEEE confess fake conference"

    In my department, I know 3 faculty members that they will not renew their membership to IEEE, because in their opinion IEEE is now a good business only.

ACM and SIAM have reputable journals, but their conferences are fake, because they do not have peer review and they are based only on the Review of the Abstracts.     The IEEE Computer Society (CS) has evidence that multiple (IEEE) conferences are receiving machine-generated papers. In two cases, conferences have actually accepted an obviously fraudulent submission. This is a serious issue that threatens the credibility of your conference, the quality of the digital library, and the reputation of both the IEEE and CS. It requires your immediate attention. Please take this opportunity to ensure that your peer review processes are being followed, and adapt to any new requirements that may be communicated by the IEEE or the Computer Society. No conference published by CPS should rely on an abstract review. It is very important that you review carefully the full text of all papers submitted to your conference. If you have already accepted papers, your program committee should review the full text again. While CPS staff will be conducting random spot-checks of conference papers in the publishing queue, we are relying on you to authenticate the content of your proceedings. Any papers that were not actually presented at your conference need to be brought to our attention, and should receive close review. In known cases, the machine-generated origin is obvious from a reading of the first few paragraphs of the paper; the abstracts are human-generated and do not indicate the quality of the paper itself.     Dear Colleagues,

    I had been in a 3-days ACM (fake) Conference in Madrid. The opening of the conference was really impressive but imagine what happened in the second and third day: They closed the conference, because they have paid the hotel only for the first day. When I protested, professors of ACM told me "enough" You have your paper in a prestigious publisher, you made public relations in the first day, what else do you want? I was treated by the ACM organizers as a foreigner though I had pay 650 EUR registration fees. I have found on the web similar incidents for an IEEE conference in Singapore. So, this ACM conference was theoretically for 3 days, but practically it was only 1 day.

    To run a conference in a Resort & Spa does not necessarily means that the conference is Bogus, but this feature in combination with b), c), d) and e) - see below-- implies that the conference is bogus and mock.

    b) The "Society" that organizes this event is the so called MEDITERRANEAN CONTROL ASSOCIATION. It is very strange that this "Association" is only one Person (actually the owner) Prof. Panos Antsaklis with academic address: University of Notre Dame, USA. So, what kind of "Mediterranean" Association is this association having the headquarters in a room in USA and what kind of Association is this having Prof. Antsaklis (always the same person) as President (in fact he is the Owner) in the recent 21 years?
    ***We tried (Google) to find other members of this kind of "Association" but we did not find anyone else. Only Antsaklis!

    c) It is also very strange that a conference in Greece collects the registration fees in USA. Note that in their web page the Registration Chairman is some Hai Lin, Assistant Professor in the University of Notre Dame just under Panos Agathoklis. How can a conference in Greece of "Mediterranean" area collect the registration fees in USA?

    d) It is also very strange that in the web page of the conference there is no mention for Registration and Registration Fees. So, they do not clear their financial requirements from the beginning, but you will learn about the registration cost at the end when a possible retraction of your paper will be impossible.

    e) After sending email to 5 members of the International Program Committee, we got the same answer: The IPC members are not aware about ... the conference.

    Conclusion: Evaluating a), b), c), d), e) we draw the conclusion that this is a bogus IEEE conference with a fake organization harming the name and the reputation of IEEE.

  43. They discovered 85 SCIgen papers in IEEE Xplore and these SCIgen fake papers exist in IEEE Explore Data base till now. Ok then. Taking into account that only the SCIgen papers (i.e. machine generated, computer generated papers) in IEEE Explore data base are 85, how many are the garbage, crappy papers in IEEE? 85000?

  44. It is not surprize. IEEE Conferences do not have peer review. Most of them are abstract-based review publishing schemes. So, it was not difficult for Cyril Labbe and his colleague to scan all the IEEE Xplore Data base and discover more than 85 SCIgen papers. For those that they do not know SCIgen papers are papers with random text generated by a computer program.
    ACM is more cunning and sly. They do not leave the Abstracts open.
    If the same test would be applied in ACM, they would found more than 300 SCigen papers.
    ACM conferences do not have peer review. They examine only the Abstracts. So, it is natural ACM conferences to be full of SCIgen papers.

  45. Many of the latest comments on ACM are not nuanced. I have published at several ACM conferences, and they have been peer reviewed by full paper - not abstract review as several anonymous people claim here. I know many people that serves in the PCs, and they vouch for that the PC meeting is not bogus. I cannot rule out that there are bad ACM conferences out there, but it is definitely not the rule of thumb.

    I cannot help wondering if the anonymous people here are discrediting ACM because they belong to IEEE or other competitors.
